Bio
Karin Garver is an Early Childhood Education Policy Specialist at NIEER. Her research interests are in national and state early education policy trends, inclusive opportunities for preschool children with disabilities, data systems, systems integration, and public program finance. Karin works on the State of Preschool Yearbook and several projects related to the expansion of high-quality preschool in New Jersey and other states. Before coming to NIEER, Karin spent almost 16 years with the New Jersey Department of Education, where she served as Chief of Staff, Deputy Chief Academic Officer, and in several positions within the Division of Early Childhood Education. Her work there focused primarily on early childhood funding and data systems in addition to the implementation of federal early childhood grants. She has an M.A. in education policy and is currently pursuing a Ph.D. in early childhood education policy.
