NIEER Co-Director Testifies Before House Committee about Head Start NIEER Co-Director Ellen Frede testified before the U.S. House Committee on Education and Labor’s subcommittee on Early Childhood, Elementary and Secondary Education hearing on “Improving Head Start for America’s Children.” As a former administrator in charge of state-funded preschool programs in New Jersey, Dr. Frede spoke to the value of Head Start and state pre-K collaboration.
