Jessica Francis currently leads a study that seeks to validate New Jersey’s Quality Rating and Improvement System. She also leads several other New Jersey state efforts on preschool quality. Previous projects at NIEER include studies on various preschool funding combinations and how they relate to children’s achievement in Palm Beach, Florida, and the impact of the Arkansas state preschool program on children’s achievement. She also managed studies that examined the “Tools of the Mind” curriculum and a dual language program in Elizabeth, New Jersey, as well as various aspects of state preschool and Head Start programs in California, Chicago, Florida, Georgia, Kentucky, New Jersey, and Rhode Island.
Her research interests include class size in preschool and how it relates to classroom practices and children’s outcomes. She is also interested in children’s self regulation and executive function measures as well as international assessment and policy. Jessica holds a BA in Economics and a M.Ed. in Social Foundations of Education from the University of Virginia. She also holds a doctorate in Child Development from Erikson Institute.
