The Washington Post reports the Bush administration announced yesterday its plan to implement an annual assessment of the 908,000 4-year-olds in Head Start programs across the nation, an effort that will help determine how much the children are learning in the government-funded preschool program. Federal officials said the new reporting system would provide standardized data that would allow them to evaluate Head Start programs.
