Administrators wary of effect on other goals

The Bush administration plans to start testing a half million 4-year-olds enrolled in federally financed Head Start programs next fall to determine how prepared the children are to enter kindergarten. The students won’t be asked to bring No. 2 pencils, but at the beginning of the school year and again at the end, they will be taken to a quiet room for a 20-minute “assessment.”
