Supporters extol virtues of expensive preschool program that critics say is unnecessary and redundant

The Alberta Learning Commission called on the province to phase in full-day junior kindergarten programs for at-risk children … [and] then half-day programs across the province for every child, all led by certified teachers. The price tag isn’t cheap: $42 million annually for the limited full-day program, $86 million for the universal half-day program, not including capital costs.
