Bush seeks Head Start overhaul

The Bush administration wants to shift the focus of Head Start, the four-decade-old preschool program for the poor, so that it pays more attention to literacy and is better coordinated with state education curriculums throughout the country. In the White House budget proposal unveiled Monday, the administration proposes giving states broad power to design Head Start curriculums and set standards for other aspects of the program.
