Advocates Worry That Head Start’s Services Will Be Cut

The fears of “watering down” Head Start, stems from a proposal by the Bush Administration to move the program from the federal Department of Health and Human Services to the Department of Education. A move to a literacy-only program has some wondering how well preschoolers would perform without the family-based Head Start social services.
