Para Nuestros Niņos: A Demographic Portrait of Young Hispanics in the United StatesThe American Recovery and Reinvestment Act (ARRA) provides an opportunity to improve educational outcomes for children most in need, if the funds are used wisely. The authors of this report offer recommendations targeting specific opportunities for improving English Language Learner (ELL) outcomes through ARRA allocations, including those to Title I, IDEA and special education, teacher quality improvement grants, and early childhood education.
